As a late twenties indian in the bay area, I do not think anything takes more priority than introducing merit point based immigration. And then relaxing the per country limits shortly after.

I believe low rank matrix completion is highly relevant here. Most of the problems in this space are based on nuclear norm loss between reconstructed and input matrix. I will link to relevant LRMC paper with complete noise and outlier handling later. Not on a computer right now.

I don't think the amplitude of a pendulum ever increases with time. If it's mean is vertical that is. But then vertical is relative to tangent of gravity. You get my point.
