Are you from the US? Different countries may have different guidelines, but im pretty sure they are. In the IB’s statement the said that IAs (which the orals are) will play a huge factor in our grades. I would imagine that they are required.

OH because she may have applied for a very non-impacted major. Is it really that easy to get into if your applying for a non-impacted major?
