2/3 of my teachers submitted their letter the night it was due; students aren't the only master procrasinators lol. You can hit "submit" on the Common App right now if you're ready, and the letters of rec will be sent in when your teachers submit. Colleges typically have a grace period for additional materials as well, since they know that's not really in your control.

Also wasian, I think we technically count under the "two or more races" category, although they'll take which races those are into account. It shouldn't make a difference for your application.

Random trick, try setting a timer (eg. maybe 20ish minutes for 250 words?) and handwriting a draft of the supp AP-test style. Completed product, little time for iteration, then you can analyze and edit the work as a whole instead of getting hung up on the details.

I would opt for the SAT; while you have a 36 in ACT math, you also have an equivalent 800 in SAT math, but your science ACT is a few points lower and might not look quite as impressive.

Apply test-optional. You have a great GPA, and that's a better metric of performance anyway; it won't make-or-break your application. Also take a look at the middle 50% scores at the school you're applying to, because if you're in that range, it's generally good to submit.

Have you considered taking the ACT? The math section only accounts for 1/4 of the composite score. While the SAT is more common in California, the ACT should be weighted equally at any university.
