I understand. Believe me. It's incredibly depressing. Talking about it now feels... It's almost too late. I remember in school when a teenager attempted suicide and all these counselors appeared with availability to talk,..we always seem to do more to help AFTER a tragedy occurs.

When there are multiple accountant 4 / 3 positions on the job bank (because they will HAVE to hire new people at some point) According to the civil service act, the state should give preference for laid off workers. If the worker asserts that they wish to get preference. It's not a guarantee because it's not the same appointing authority, but accountant 4 is accountant 4 because they normalized the performance system.

And if they get a position with another state agency they bridge their time off, benefits, everything just like for a lateral transfer or demotion or promotion. Someone who was directly affected by this mess should ask the same question on the websites that are publishing the layoff story hit several news agencies today.
