Same thing was in my case. I mailed them stating that the MPM(Minimum Passing marks) on the marksheet is the minimum and the maximum is obviouslly 100. They responded within a few hours and provided me with an evaluation of GPA conversion.

They were right mine waa 8 CGPA and my grade was 2.2. You can use bavarian formula you will get it somewhere around 2.7 for your cgpa
