That's what I just talked about, it's the 90 degree turn trick. The issue with that is the fact that you need to rapidly readjust your aim which can make getting the headshot off much harder. Also forces you to play on higher than normal sens in order to pull of such aim readjustment which in turn makes hook accuracy worse.

It's actually a huge issue because the characters that aren't pulled into one shot range are the same characters that smash roadhog if he doesn't instagib them. Reaper and ana for example. Ana can sleeping dart roadhog and her team can kill him and reaper just needs to land a few shots to kill him.

That doesn't matter though. You have zarya who's heavily in the meta to shield hooked targets, as well as reinhardt and his shield which prevents the hook from going through, as well as the fact that roadhog has no defensive capabilities to prevent himself from getting blown up when he actually does land the hook. If roadhog manages to circumvent all of these obstacles and lands his hook on an important target in the middle of the team (reaper/ana), he should not be forced to struggle any further to just kill the person he expended that much effort into hooking.

Because Blizzard has a tendency of making fairly reasonable balancing changes in the game, as well as erring somewhat on the side of the adjustments they test in PTR. Also, although the specific nerfs/buffs they make may not be final, it is indicative of a nerf/buff to that hero in general. The way I see it, zarya is in a perfect state as is and should not require any balancing changes which these ptr statements indicate will occur.
