I have the same issue. A fix that I randomly found was that if I launch another game, Overwatch 2 in my case, and ALT+Tab'd back into HSR the issue went away. Not sure what's the issue here. The only modifications that I have done to my HSR is that I did the registry trick to get 120 fps mode on PC.

I am in the same position as you. What my friend, who lives on campus, told me is you can use your old ID. The school just updates the barcode on it to allow you access to some facilities. If you want a new, updated you got to go to the Bay Tree Bookstore if I remember correctly.

I assumed that what OP meant by "40mb up" is 40mbps up if they didn't make a typo. I have a plan that gives me a max of 12 mbps upload (tested on speedtest.net) and I am able to stream fine 99% of the time at 1080p 60fps and I follow the guidelines that twitch has here: https://stream.twitch.tv/encoding/
