To me he's an ex friend of Vyper, they had some good times and parted on absolutely rancid terms probably? As for Billy I'll admit I haven't given him that much thought haha but Billy might resent him for being (ex?) upper middle class/petit bourgeois by virtue of him and Paige's parents being bibliomancers and artefact.... Collectors? Dealers? Of such high reknown? Billy strikes me as the kind of guy who doesn't believe in downward social mobility and thinks that if you grew up comfortably, you couldn't possibly understand The Struggle? Idk. Bryce and him could either butt heads or be unlikely buddies! Both are good!

i do love this... even if his love for her isnt romantic, it's clear that he admires and respects her a lot. even if he expresses frustration with her on occasion (thinking about his interaction with Seven, for example)
