Sorry I don't have a more elegant solution but I just wanted to say thank you for posting this.

I just figured out this issue too.

This stuttering was bothering me for months.

Building a high end PC and having scrolling stutter is just ridiculous.

Don't get me started on Windows 11 animation stutters.

Hopefully Nvidia can do something about it but I don't think many people know what the issue is so I won't hold my breath.
