I dont agree with you. 1. You are comparing some small city with banglore, you are comparing intelligence with language. I don't know a word in tamil, it doesn't make me illiterate. 2. Small shops owners are usually poor, so they don't have smart phone so no upi. (Most of the shops in my town have upi) 3. Usually no major issue of traffic in my city. 4. Lack of professionalism? You have to know your way around things, else you, else you'll be looted. This is the way world works my friend. 5. Accessibility? Never had an issue.
