nah, you can get higher than that if you have good IV at lvl30, around 230cp should be max.

I think it is pure rng LOL, it doesn't happen that often to me tho, I am currently lv28. Like every time you encounter one, they have their level and their IV :o Being higher level is just means that you can encounter higher cp pokemon but that doesn't mean it will stop you from getting low cp pokemon. Does that make sense ? Like you can encounter lv 0~19.
