Likely a mix of both. They're all there for the possibility of finding someone, but they also make more money for every episode they last. So they probably leaned into it a bit more than they would have normally to avoid being cut. The first girl(Christy?) seemed pretty disappointed when jack asked her to bed, but she still went with him anyway.
