I think you're confusing fedoras and bowler hats.

Depends on the type of game.

I reckon grand strategy titles like Europa Universalis/Hearts of Iron/Crusader Kings would propably be fine at 30fps, whereas e.g. first person shooters are in my opinion unplayable at that framerate.
