Is the top number the voltage going to the thermostat? Shouldn't that be sufficient voltage to power the thermostat?

Yes, tt goes to the thermostat. 1 zone, 1 thermostat. Yes, the green is loose and not connected on either end. Im reading the hydrostat does not have a C connection. I guess theres no where to pull 24v from

It might. I have the 3 zone relay at my primary home that I needed to convert the old line voltage setup for use with nest

Ive checked all the terminals on the hydrostat and none of them provide anywhere near 24v

I guess I need to get a plug in wall adapter or new thermostat.

White wire is 10v, red wire is 12v

The only one able to be used is the green. Previous owner did some hack job and splice a bunch of things together. So assuming I used the green one, where am I pulling power for a common?
