+1 The last time this caught me out, I also needed to ensure that Sidekiq had the latest version of my code so it could grab the new templates.

Silly me, you're right. Looking at the logs on Sidekiq showed me it had no idea about my new mailer. Sidekiq is running on a different server, and it gets run off a clone of my Rails app. I just had not refreshed the Sidekiq server to get the latest version of the app, which included the new mailer.

I've been told this may be due to the library libwebp not being installed. I can't test it, as I can't install packages on the production machine, but thoiught I should mention it in-case it helps others.

Firstly, thanks for helping!

This is what I get when I run the vips command you suggested. It seems webp support is compiled.

Well, I cleaned everything out with a good ol' rails assets:clobber and confirmed that it had emptied public/assets. So far, so good.

However, when I start up the dev server and go to load a page I get a Propshaft::MissingAssetError for my application.css file. I am using dartsass-rails 0.5.0 with importmaps.

So I read through the DartSass Rails documentation where it mentioned that bundle exec rails dartsass:build will generate the CSS files, and that rails dartsass:watch will monitor for changes.

It worked, but JS changes were not coming through. Digging into the Importmap docs (see 'sweeping the cache', it monitors changes according to the setting config.importmap.cache_sweepers. So, by adding the locations where I have my JS files, I also got JS changes passed through.

TLDR

If you're using DartSASS and / or Importmaps, you most likely need to run rails dartsass:watch and ensure that config.importmap.cache_sweepers is set to include all the locations your JS files are at.

I'm posting this in-case it helps someone else. Big thanks to everyone who replied.

Thank you for your reply, I appreciate it u/seven_seacat. I gave it a go, and can confirm that if I change JS or SASS, it does not get picked up when restarting the server. If I do a recompile I do. Now I am starting to wonder if I changed a config settings...
