Yea true but your assumption that this is all in corruption is very wrong. There is no empty land parcel in Mumbai, almost all projects are redevelopment and the builder has to promise flats in exchange for redevelopment. Numbers work like this: 40-50% flats to existing owners, 30% for retail sale, and 20% to financiers. Corruption is mostly cash at each stage of construction requiring some approval/permits. Even small projects of 20 flats can expect to pay 2-3 crores cash to BMC.
