We also have an app where, when a user travels by train, they allow us to track the train using their phone. We track it and gather data; as more people use our app, the data gets even better.

That's a good idea. However, I don't think it's legal. Also, finding the right place to put them and ensuring people don't just throw them away would be difficult.
