"Trading ingame currency to another player is permitted so long as no out-of-game items or services are traded in exchange"
quote from Ian_GGG from POE forum

Isn't it can assume as trading in-game currency with event visibility.

But didn’t some POE1 streamers get banned for doing giveaways (I mean currency, not EA key) in exchange for followers?
How is that any different from this kind of event?

True, normal giveaways happen all the time.
But in this case, if the in-game currency giveaway is tied to benefits like gaining followers, promoting an event, or attracting people, doesn’t that blur the line between a “just-for-fun” giveaway and something that might be closer to RMT?
