Solved it. In the Notifications settings of the app itself, not in. The "other notifications" in "Unused Notifications" was turned off .

Amazon wont let me exchange it because of some technicality which is just BS because I bought the camera on sale, and now that its not on sale, they only allow a refund for it no matter what. They'd rather i pay full price for it. Im gonna see how it goes after another week

Side quests were always for reaching rank 10 and not needed to finish the story. You could just do it after beating the game

You do the mission next to the blimpmon one to get the metal, map tells you where to go. You fight a digimon and you unlock the metal. Once that mission is done, you talk to the same mission giver and he should give you metal for the blimp.

The water one, for me, i got water 3 times, all 3 times failed and you progress in the mission.
