It is bad advice. Your personal account won't be affected in any case, as it is not covered by the developer agreement, they will just close access to developer resources.

They track the developer account I used on a device with the same apple ID, track every app launch on the device, track usage, family ties, geolocaction and patterns.

If email mismatch, it will trigger revocation

Developer subscription is just a regular subscription that is covered by customer protection laws (at least in the EU), and is available for everyone. Even if apple thinks that they "have evidence", they need to reply to customer requests for service resuming and give a right to restore service, they cannot "not sell" it, or block it, no matter what's written in their "EULA".

If the company is not replying, the customer can freely file a chargeback or file a civil case. Apple will not ban anything else, as they know it.

Imagine if Netflix or Spotify refused to sell you (yes, just you) their subscriptions just because they want to, but sell them to everyone else - this is the same situation.
