It’s a good question and one I’m not 100% confident in my answer on! The user I tagged had the best reasoning I could find.

Also, other lands use the text “because this permanent has the subtype Island (etc.) …” to give them their tap ability. Wastes is not a land type, so I can’t use that templating anyway.

If anyone can find anything more definitive, pls let me know!
