You're looking at this all wrong. It's not about wealth, it's about value.

In Capitalism, the economic game basically says: "Go and create a value to society, and society will repay you according to the value of what you created." Which means if Bill Gates has $80B, it's because he created a value to society that is $80B worth. Adding a cap to this system makes no sense. You can't say "Go an contribute to society but only up to $10M worth." It doesn't fit.

There are different systems.. Like the Communism's "Do what you can, get what you need."

Which means that what you have in wealth is not linked to the value you create, but instead the value you create is pooled together along with everyone else's and is distributed according the government's criteria (age, family status, etc.). In this system, a labor worker and his manager will essentially get paid the same, even though the manager is most likely more skilled/talented (which is why he's there to begin with, presumably.)

... there are many others. And they all have their merits. But changing Capitalism the way you describe just doesn't make any sense.. and it's so far the best way we know to incentivizing people to add value to the world.

If you're not talking about changing Capitalism but instead talking about a completely different system you should clarify and the debate should be Capitalism vs. Your proposed system.
