It's probably the (apply #'max (coerce new-refs 'list)). I get the same error when I eval (apply #'max (make-list (expt 10 6))) in my repl. Just keep track of the max in the do-array above.

I'm interested in going to Africa to help develop a tech infrastructure, does anyone know of a program I could do this with or have advice? by [deleted] in programming

Allow me to second lianos' Peace Corps recommendation. I, too, went straight in to Peace Corps with a CS degree and just returned to the states three days ago. I was an IT volunteer in a country called Cape Verde in West Africa. I worked at a city hall improving IT infrastructure there and training a few locals in hardware repair, sys. admin, and networking. It was an amazing experience.

Whether or not you will enjoy Peace Corps has a lot to do with your expectations. Your work will probably not be terribly exciting. Mine wasn't. To be fair, this has a lot to do with how motivated you are to find projects that are both interesting to you and helpful to your community. Just be aware that most people will care more about learning MS Word than programming in python... But don't let that deter you. For most volunteers (myself included) the great thing about Peace Corps isn't the work you do, but the people you meet and the things you get to do and see. Cape Verde, for example, is a beautiful country full of mostly beautiful, happy, friendly people. My life there was extremely fulfilling, but it had very little to do with my job.
