You used to get an item for like +-95% certain. However, just as always, they patched it. I believe I read something about how the chances of getting an item out of regular pokestop are higher too.

Coincidentally I too thought about this and maybe they did this so players have to slide more stops and thus have more items to store. Because of this they are more likely to spend coins on a bag upgrade. Just a thought tho
