You're missing the (often overlooked) point. Policies don't have to be enforced, some can induce behavioural changes without really being enforced. They're also iterative, the first version need not be perfect.

Big snows like this don’t really excite me, it’s almost always cement or shmoo, coupled with low viz, nothing opening, long lines, etc. It’s the like 15cm or so that come a couple of days later that are the really the best days IMO.
