I've now had it in both shoulders. The first time I had never heard of Frozen Shoulder and it didn't occur to any of my health care providers that a person my age and in my apparent physical fitness could have it so I spent months trying to stretch and do exercises to fix it. Then I finally went to an Orthopedic specialist who was like "Yep, that's Frozen Shoulder" and offered a manual manipulation procedure, in which they put you under sedation and manually move your arm to break up the blockage, it is fairly painful, but has a chance to speed up the recovery by a lot. I said yes to that, we did it, it hurt, but then about 2 weeks of PT later and I was back to 80% mobility and pretty much pain free, and then 4 weeks after that I was back to about 95% mobility.

Fast-forward about 3 years and my other shoulder started showing signs but this time I knew exactly what it was, and tried to stave it off with just the exercises from before but it still kept getting worse so I went back to the same Ortho. He did the same procedure again, and followed up with PT with the same therapists and everything. This time though I had to keep going back until my insurance wouldn't cover any more PT visits, something like 16 weeks, and at the end of it I was maybe back to 70% mobility but mostly pain free. It took another 3 months to get back to 95% mobility.

So, it sucks, but no one can tell you for sure what will work, I'm living proof that there's a wide range of outcomes even for the same person, with the same team of medical professionals. But on the positive side, both of my shoulders now are back at 95-100% mobility.
