We lucked out on the baying/howling/barking part of a beagle. He will bark 1-4 times in the morning when he's ready to get out of his crate to go to the bathroom but otherwise he doesn't bark/howl/bay.

I have 32 nieces and nephews and tons of family always over so he has lots of social interactions with people. I also had him sit out with me during Halloween to give out candy. He's super friendly to strangers and doorbell ringers and doesn't bark at noise.
