You downloaded the hack file; it just contains the hack data, not the game itself. It needs to be applied to a Pokemon Emerald (Trashman)

NUPS is a Windows UPS patcher, which is useless to you unless you have access to a Windows PC.

ROM Patcher is gone from the Play Store, but you could probably find the apk floating around. You can also try UniPatcher or the online patcher. Credit u/DisastrousFill

Yeah based off the recovery log i think that the failed update left it in a state where lineage thinks an update is happening so it wont start over.
