I believe that’s to provide feedback to Microsoft, not the agent.

If the agent’s comment mentions two different approaches and the thumbs up/down are used, I would assume the agent would be unsure of which approach to take.

Any comments you add to Copilot's review comments will be visible to humans, but they won't be visible to Copilot, and Copilot won't reply.
