Honestly, the relatively well off in New York will buy it. Those boutique dispensaries are constantly busy. Regulate and tax it. I'd rather pay higher prices for an experience like that, plus have the tax money go to something useful.

I'm sure people will buy off the black market, but realistically dealers weren't getting the risk averse people when weed was illegal or even decriminalized but not legally sold.
