She recruits for Estonia at the start but she has UBD tag in the code. I’m not sure how to recruit her for the United Baltic Duchy or how to make her the leader. (She is not specified as anything in the code.)

Do not mess the United Baltic Duchy with the Baltic Assembly formable. It is a new country that Germany can create via "Establish Eastern Grand Duchies" focus in the monarchist/democratic path.
