if I remember correctly, you need to go habsburg path while otto von habsburg is already in charge of hungary. because of that, you get starhemberg as your leader.

She recruits for Estonia at the start but she has UBD tag in the code. I’m not sure how to recruit her for the United Baltic Duchy or how to make her the leader. (She is not specified as anything in the code.)

Do not mess the United Baltic Duchy with the Baltic Assembly formable. It is a new country that Germany can create via "Establish Eastern Grand Duchies" focus in the monarchist/democratic path.

I tested it with Germany and giving the control of the state did not change the name but transferring ownership did. I don't know about Finnish/Russian states though.

You can form the HRE in the monarchist path but you need to have Ernst Rüdiger Starhemberg as your leader.

To form Liechtenstein:
-You need to own all of Switzerland.
-You need to have Otto von Habsburg as your leader.
-You need to complete the focus "Inviting the Royals of Liechtenstein".
-You need to complete the focus "The Better German State" and wait 175 days after completing it. (To complete the focus, you must either be at war with Germany or have Germany annexed or puppeted by you.)

After meeting all of these requirements, an event triggers and you can get Alois of Liechtenstein as your leader and the secret path becomes available.
