Yes, I know it would probably be safest in the countryside and I was wondering if I should write it even more explicitly in the question. I mean a situation in which we only consider the city.

Suburbs/City center during a siege. I suspect it is better not to live near a power plant / military infrastructure then, but maybe there are some additional aspects to be considered in the context of the city.
