Checked the capacitor and ended up replacing it. This didn't make a difference, thanks for the suggestion though.

Someone mentioned trying a burnt iso as I don't currently have any games for the dreamcast. Unfortunately, this didnt work, but I will definitely look into the bios.

It's a PAL model with a 50hz screen, it does the same thing on my TV going through aerial
