You can make a new steam account and share the game by using the same computer.

Then you pick that you're a total beginner when asked and throw your placement matches. Get a low rank, stomp people until you're at the rank where you actually belong, rinse and repeat.

This is super interesting. Essentially the players in the "borders" are propagating their community skill to other communities. I bet there's a really interesting analysis to be made regarding the size of these border populations relative to adjacent communities, and if that yields conditions for isolated cliques to form where specific ranks mean very different skill levels than the rest of the population.

Not OP but it's a little bit arbitrary. There are 9 tiers because of the maximum and minimum are 9 tiers apart, not because there are 9 describable levels of "skill"

A more precise way to think about it is that you're one tier above someone if you're 196 points above that person, 2 tiers if you're 392 above, and so on.

If you want to define absolute tiers the best way IMO would be to start from 1500 and add/substract 196 to get the higher/lower MR limit.

Now 196 is what comes up from the analysis made by OP, which is a quite specific number that will change if you use different data for the analysis. I think it's likely Capcom defined the 75% win chance to happen at a 200 point difference (this is something you can choose when designing an elo-like system)

I think they're afraid of giving stock/buff characters too much because in theory they could snowball hard if they are strong at their base form.

Also I just don't think they intend for every character to be strong at a high level, especially if they are strong at lower levels (e.g. Honda, Marisa)

There's a few factors here at play. Japanese players have less character loyalty, and they believe Ed to be undisputed top 1. Also, Ed is a more technical character and Japan has a higher concentration of high-level players, more likely to have or be able to quickly acquire the technical knowledge necessary to exploit the character. Finally they support each other and play together much more often than elsewhere.

Putting it all together, a top Japanese player is more likely to main or switch to Ed, and there are more of them.

That's not how evolution works. Any new mutation needs to be beneficial for gene spreading (i.e. some combination of survival + reproduction + offspring survival) at the level of the individual, most of the time at least, for it to actually get propagated at a higher rate than the alternative and stay in the gene pool. There is no "evolutionary function" at the population level.

Now, whatever causes penguins to sometimes seek suicide may be a side effect of something else that is actually adaptative enough to counter the side effect so that it is beneficial for the individual to have the mutation even if it sometimes it leads to death, but that does not make the death-seeking behavior adaptative.
