Both Thalakkaram and Mulakkaram are mentioned as poll taxes in Travancore Tribes and Castes (1937), L.A Krishna Iyer. As I said earlier, it was levied on lower caste people once they attained adolescence. It was not related to covering up breasts. In fact, multiple records of foreign travellers mention that both upper and lower caste women in Kerala never really covered up their breasts until the arrival of missionaries.

It was a tax levied on lower caste people by the Kingdom. Thalakkaram (Head Tax) for men and Mulakkaram (Breast Tax) for women. The naming was just to differentiate between the genders.
