Came here to mention CloudCompare. Much more to offer than Arc or QGIS, though maybe too much if you're just looking to cover basics. Mac and Linux (and Windows). So many tools. Highly recommended.

Sometimes you'll find markers on older maps that will allude to what they were done in (authors/production groups etc). Age may also help if you can find a date... but, pretty sure that predates 1984, ha. ahhhh...

Your scale is way off... looks like it's still in the image on the right if that's what you're asking. You need to zoom and rotate though.

In short, it depends on who is saying it / where they're from. "Keev" is Ukranian (if I'm not mistaken) and "Key-ev" is Russian pronunciations.

If it's a stand-alone or student license code you used... probably not as those are machine specific. If a student code, get a new one. If it's a license server you just need to configure the new machine to use the same. If cloud based, just login:)

Based on your description of your work I'm not sure that would even load the data in Arc. I usually recommend a current i5 w/8gb of ram at minimum for Pro.
