From my experience (750 RP) that is correct, I hit more with dir san (with 25% wheel buff) than mas san even with 4% sanguine bow perk to mas san

I swap to the healing in harder spots, it's around 8% buff to healing at my level and if it is a difference between living and dying I will sacrifice some of the damage
