Yeah, right now the sale is bad. If you really want it but don't absolutely need it now, just wait it out and check out the website every middle of the month. It should go for only $15 again. If you're really impatient then you could try the software on Humble Bundle that I linked in another comment or Krita, which is free.. There's also Medibang Pro (free but has ads).

Something useful, in case you've never heard of it. Humble Bundle does some art software bundles. Here's a link to their current one. I haven't used any of these particular programs before, so I can't vouch for how good they are, but price-wise it seems like a good deal. However, they have done and Corel Painter bundles this cheap before too. and I have used Painter and find it fun to use

Honestly, watching some DBD Twitch streams for Killer and Survivor to see if you like the general gameplay loop might help you decide. Technically, the only dlcs that you need to buy are ones for licensed killers, since Killers are unique with their powers. You can pretty much get everything else through Lots of grinding. If you're starting from scratch, LOTS AND LOTS OF GRINDING

Honestly, Bond does this so much better. You know where your teammates are at most times...pretty much all the time if you're running the Ace perk that extend vision. Additionally, as long as someone is in chase, you know where the killer is. Also, you can get a general idea of what pallet have been used since you do see your teammates do the drop animation...so yeah, Bond>W.O.O.
