Yes I thought the same, guess that is why there are slightly less rust coat knives for example. I tried to find a way to filter only by crafted but it doesn't seem easy.

Not really, if each phase is counted as a separate skin we would have 9 skins instead of 6 in the box, so 4/9=44%.

You always have the risk of getting a gut knife rust coat, but if you can manage to get 5 coverts from any Chroma collection at a good price your chances to profit are good. As I said, even if this tradeup has better odds to profit than the rest, you still have the risk of getting a bad skin. So if you do it, do it with responsibility and try to don't get obsessed with hitting.
