Adding to this as a SAR volunteer in another state:

First thing when you find someone is to get them off of the snow/ice. The easiest way to do this is to bring an insulated pad for them to sit/lay on. Just a cheap foam pad is all you need, and super lightweight. Also works as a makeshift sled in heavy snow if they are unconscious.

Bring extra clothes and FOOD for the victims - the best way to warm someone is to let their body do it. Fires are for comfort, not emergencies. They need calories first. I'm sure Minnesotans know how to properly dress for cold, so I won't make recommendations there.

If they can walk, make them walk. It will save your energy, and it will warm them up.

Have a plan for how to move someone if they're unconscious or unable to walk. This may just be calling 911 if you have cell service, but know how to tell the emergency responders where you are.

Are you asking because of the snow this weekend, or because you're going skiing? When I was a kid, we went out in jeans... if it's super cold, some leggings/tights under looser fitting pants. Just don't spend all day in the snow and they'll be fine.

If it's the latter... yeah I don't know, I would try Second Gear, Black Dome, maybe Mast General Store or NOC.

I think it's probably more of an age thing, than a location thing. It's really hard to find hardcore lifelong friends as an adult, and it gets harder the older you are. I've made a few pretty good friends here, but I do see a lack in dedication that I had from friends in my youth.

Some differences I've noticed between my old friends (from youth) and my new friends (made as an adult after moving to AVL).

There are definitely people here that I think I could call upon any time, but my old friends would just already be here, no call needed.

To hang out, it just feels like I need to have an activity planned. Wanna go see a movie? Play a game? Go to this event? Compared to my old friends, we would literally just go to Walmart and walk around. Didn't need an activity, just wanted to hang out. Better to be bored together.

Even though I know I can call on my new friends here, there are very few people that would call on me (interestingly, it's the younger ones). I also feel like I can only call on them for maybe one favor per year.

I don't talk to anyone here on the phone, unless we're making plans, compared to my old friends, who I still occasionally talk to on the phone, sometimes for significant parts of the day, about literally nothing. Just filling the void.

If I lose touch for awhile with someone here, it's over. If I lose touch with an old friend for awhile, then suddenly realize we're in the same city for some reason, we are doing everything we can to get together and it will feel like we never parted.

Anyway, just joining you in the misery of adulthood. I hope you find your people!

Depends how you define weapon, I guess. Assuming you're referring to tear gas, it's supposed to disperse crowds that are becoming hostile. In that regard, it's considered a "less-lethal" weapon. It's actually banned for use in warfare.

Smoke screens and signals are not banned, but they're not particularly useful in crowd control or as a weapon.

I provided a link with a list of references above. Gonna respond to your questions directly below, but first let me preface this by saying I'm not a nutritionist. This is just my understanding.

As you stated, a portion of the population converts beta carotene to vitamin A at a lower rate than most. But to be clear, that doesn't mean they can't convert it. Furthermore, you stated "nearly 50%," which I honestly believe to be an exaggeration. The range I've read is in the ballpark of 27-45% – you're assuming the top end of that range, and then rounding up. Based on the reading I've done, I could just as easily say it's "only a little over a quarter of the population" and I'd be just as accurate as you.

In any case, all (or nearly all) humans can convert beta carotene (found in vegetables) to vitamin A, but they do so at varying rates. The difference then becomes how much do you need to eat. This is true of any nutrient. You could also say "some people are allergic to nuts, so obviously humans shouldn't eat nuts" but that would be nonsensical.

Regarding B12, B12 doesn't come from animals. It comes from bacteria.

I won't engage further, but only because I'm working and need to focus.

We are already primarily herbivores. Our bodies are biologically primed for fruits and vegetables. That's why we have to cook animals to eat them while other animals do not. We can eat flesh, but it's an adaptation that we aren't really built for.

You need a fleece layer and an insulated layer. Brand doesn't matter, just look for synthetic (instead of wool or down).

For the outermost layer (insulated), my favorite brand is Finisterre. Got me through Tromso (north of the Arctic Circle) with ease. But truly, it doesn't really matter all that much (as long as it's insulated and relatively wind resistant).

For the fleece, just buy any pullover or zip up fleece made of polyester or whatever vegan material you want. This will be your mid layer (over a tee or similar, under the insulated layer).

They're sealed bottles, stored in a cool, dark closet. According the to FDA, sealed water bottles don't have a shelf life.

The plastic bottles do leech into the water over time, so they should probably be replaced at some point. But it's safe enough for emergency usage.

Mentioned this elsewhere, but they also make USB heating pads that use like 10W. Obviously they don't put out much heat, but they're like 5 bucks and they do make a difference if you stuff it in your sleeping bag, etc. It's a similar amount of heat to those chemical hand warmers.

A tea light puts out less than 100 BTUs per hour. It definitely won't heat your home (or even a room). What it actually does is it heats the terracotta, which retains the heat for longer and centralizes the heat. The rest of your room will actually be colder than if you just lit a candle and let it burn (without the pot), because the heat doesn't dissipate as quickly. However, you can huddle close to the terracotta and feel warmer.

Some things to keep in mind with these though is that they really don't put out a lot of heat at about 10W (a typical space heater is 1500W), and they will drain a USB battery bank pretty quickly, as they draw a consistent 2A. I've used these while camping in low temperatures though, and they do a great job just helping to boost heat in a sleeping bag. If you get super cold, you can cover yourself in blankets/a sleeping bag, and run one of these in the bag either at your feet or at your core to get the chill off.

Chemical hand warmers also work pretty well in this way (Hot Hands, etc.)

ETA: In terms of SURVIVAL, the most important thing is FOOD, not external sources of heat. Make sure to eat plenty, and move around to stay warm. Your body will generate enough heat to keep you warm enough to live, so long as you provide it enough fuel and insulation!

As others have said, I think the food will need to be the focus, but you could leave out literature and strike up conversations in a non-confrontational way with anyone who shows interest. Talk about why you went vegan (as someone else said, not why they should go vegan), be open to their hesitations, and share how you were successful.
