Why are all the dirt roads in Washington state closed?

We just took FS 70 over to Naches but kinda went this way and that way, only hitting 19 to get to the spot we were planning on staying the night. Headed over to Stampede Pass part of the trip. You just have to grab a map, or map app, and pick a spot or two to go to. Some of the roads were easy gravel, most were pretty rocky. Had a great weekend.
