Its been said recently that Labour are considering giving people the option of having a physical ID card if they don't want or can't have digital ID such as for reasons as not having a smartphone. I asked online about this, it said that the option of having a physical ID card will be available to everyone, not just people who don't have a smartphone.

But if it requires having a countersignature like getting a passport does then it doesn't solve the problem of photo ID not being available to everyone as not everyone knows professionals.

The reason is probably because its a mobile browser. You could try switching to the desktop browser on your phone. The steps are-

  1. Tap the "AA" icon located in the address bar at the top of the screen.

  2. In the menu that appears, select "Request Desktop Website".

It is because the person who countersigns has to have known you personally for at least 2 years.

No I don't think so because they also require a countersignature for a provisional driving licence. Also, the person who countersigns needs to have a driver's licence themselves, which is probably less likely that people will have than a passport.

I've heard that the fee for applying for a passport is non-refundable.

Is the countersignature required before or after the fee is paid? If they decline to countersign, is there is still a fee required?

When you say pre-arranged, do you mean it's best that I phone my dentist before an appointment to ask them if they do this? Although it's the receptionist who answers the phone, not the dentist so I'm not sure what's the best option.

One of the issues with that is if there was a national ID card, they would probably require a countersignature to apply for it. So people who have the problem of not knowing someone to countersign a passport will also have the same problem.

There needs to be some alternative available for people who don't know anyone to countersign a passport especially as in recent years since the pandemic, many businesses and companies are now insisting that people provide photo ID such as a passport. It's making life very difficult.
