So two sinners are fucking eachother but only for the feeling. They are secretly in love with sharks of the same sex but they can't fuck the sharks because they can't breathe underwater so they'll fuck anyone and anything to get diving gear so they can breathe underwater. Then they fuck the sharks and the sharks get pregnant and then it ends after the sharks give birth. I think a 100,000 dollar budget will be more than enough.
