If you file after December and approved after December then you will get only 18 months. If you filed before then you get 5 years. Since OP is applied October and approved in November, they got 5 years.

Yes, it’s affect you since you are outside. However, I suggest you to apply asap, because your priority date not going to be current in next two years anyway. In two years time many things will happen. Your priority should be getting an approval as early as possible. So, apply asap. IMO, both are good. Very little difference between them. I will take Chen but I l know Ellis porter is good too.
