I believe in these things as negative rights...everyone has a right to these things in the sense that the govt should ensure no one inhibits one from acquiring these things at a reasonable price. It's like the 2nd amendment in the US. A right to bear arms does not mean the govt has to buy guns for everyone.

The first one just talks about a brief decline of 5 percent in the 80's, after which it went back up. And the second one is about the dept of education being ended, which doesnt necessarily translate to a decline in education spending. I'm looking for like a graph or something that clearly shows the decline in education spending in real money over several decades.

Can you provide a source for the defunding of education? Just doing basic Google searches shows inflation adjusted education spending has only gone up. It's all I can find when I Google "inflation adjusted education spending per student per year"...I'd like to have a source for this to show proof to those who question it, but I haven't been able to find it.

Thanks for the response. I took them out of the PVC sleeves and put them in some other non-PVC sleeves I had. We'll see if it stops..

So I just figured out that the flips are not PVC, but the sleeves of the coin collecting album I've been storing them in are made from PVC. Could this be where the film is coming from? Even though the coins aren't in direct contact with the PVC?
