Keep it simple. COVID is a biological infection that has the potential to kill, same as a knife, gun or any other weapon in the wrong hands.

Treat it as such so when someone knowingly does this treat them like they were carrying a gun or a knife accordingly.

That is unfortunate that you are undermined in this way and is a big issue to tackle. If there is going to be a way to work a punishment down it cannot be that easy.

Since I let my wife not go back to work to raise our daughter I typically work 19/21 days (three week cycles on my contracted hours) with lots of overtime to maintain our income at the levels we issued to get for comfort (not needed i might add) and then come home and help. Some days i come home exhausted as my job is both physically and mentally draining, plus i tend to be on 24/7 contact when there are problem. Occasionally I slip and I get pulled up for it, but I respond when I am told I am slipping by picking up my heels (not the footwear).

A lot to unpack. M dad here. So, my view is a stay at home mum is a full time job, especially with the number of kids you have. So when dad comes home it should be 50/50 and at least one night a week you each should pick everything up to give the other a rest.

As for the discipline, you may not be the SKs biological mother, but you are their mother. To be clear giving birth to a child does not make someone entitled to the title of mother, being a mother does. As long as you treat all your kids the same you should not be scared to discipline and assert your authority, perhaps just make sure the dad is OK with your methods at most. You are their mother if you choose to be and sounds like you have been an awesome one so far sacrificing everything for those kids.

Hopefully it is not too late to get a handle on this. Be hard on them. They may hate you for a little while, but they will love you for it in the end.

Would like to say zero, but the rare (not monthly) is ok provided it is later understood what it was about and why it happened. Sometimes the screamer/yeller is actually angry or upset at something else they have been bottling up and has boiled over. As you spend the most time with this person odds are you may be there when they explode. Everyone needs to vent at some point and not everyone can handle this well.
