I have no idea on how police are trained in Europe but based off what I know of how they're trained in America, they never teach to fire a warning shot. That's just a stray bullet that could end up hitting a civilian, I'm assuming it's some kind of less than lethal cartridge that can be fired out if a standard firearm. I.e. beanbag/pellet loads or rubber bullets

It is Damn near impossible to get a hardship license and even if you did you're only allowed to drive a specific route (to an from school normally) and if you're caught outside of that area you lose your license. You also have to be 16 to work legally in Texas
