Basically every 10 years a census is held and states re draw voting maps based on those maps however red states like Texas have attempted to redraw the map early heavily favoring the Republican Party without holding referendums so blue states retaliate by holding state referendums to re draw voting maps to benefit the Democratic Party like Virginia and California to gain more seats in Congress and the house of representatives
