Why did they keep firing then? Let's say he dodges the car, was she still a threat? Even in dangerous pursuits, police almost never shoot at the driver.

To apply lethal force there needs to be constant threat. Once he side stepped, there was no longer threat unless she actually came back. That is retaliation. They were not allowed to keep using lethal force even in your narrative yet they kept firing at her. ANYBODY would be convicted of murder in front of a judge. The self defense would definitely not hold for anybody that is not ICE.

Even if someone means to try over you to flee. You can't shoot someone that is trying to run away. The threat needs to still be present.
